Could a Freemason explain the per Capitol for their dues.?

Or isn't it kinda like being in the Boy Scouts; you only get to keep 10% of everything you take in anyway. Why does it seem like The Most Worshipful Grand Master of the year always gets a New Car,salary and traveling expenses paid no matter what the economy is. While the Children's Home receives only three percent of the dues; and Brothers in arms go in need. Don't your Lodges loose a lot of good men simply because they can't pay their dues.
